- Development of a proper redressal organization
- Provide technology upgradation campaigns and vocational training centers
- Organize mass training sessions to provide financial literacy and information on tax subsidies and GST information
- Promoting government marketplaces and e-commerce platforms, domestic and international exhibitions.
Medium-term Institutional Measures
- Development of effective implementation of Intellectual property rights (IPRs), as inadequate implementation of such regulations generally impacts MSMEs which are innovation-driven
- Enabling the MSME manufacturing sector to be competitive through quality management standards (QMS) and quality technology tools (QTT) to participate in exports by the government.
- Encourage mobilization of handicraft artisans and handloom weavers into non-farm producers’ organizations to enable MSME development for such products.
- Special support to khadi, village, and coir industries to globalize them.
- Promote MSME women entrepreneurs for enhancing empowerment of women.
- District industries centers (DICs) to be strengthened to assist MSMEs.
- Enhance the reach of micro-finance institutions (MFIs) to finance micro enterprises.
Legal and Regulatory Structures
- Development of an SME Exchange, a separate trading platform for Small and Medium Enterprises by the Stock Exchanges in India.
- Strengthening the Indian SME Forum to boost export capacity, set up district export facilitation centers, and launch a program for first-time MSMEs to participate in B2B exhibitions and access international markets.
- Encouraging greater adoption of new structures like limited liability partnerships and single-person companies for MSMEs.
- Detailed review of the insolvency legislation for the MSME sector.
